[OJS 3.4] Is the sectionId parameter in Submission URL to pre-select Journal Section currently not supported?

Describe the issue or problem
Currently, when providing authors with a direct link to start a submission for a specific section (e.g., the ones automatically included under /about/submissions), the sectionId parameter in the URL is seemingly ignored by OJS. If you follow such a link, you still need to manually select a section.

Sample URL: `https://yourjournal.org/submission?sectionId=490\`

Is that an oversight? Or could it somehow be caused by our configuration.

Steps I took leading up to the issue
For example:

  1. Go to about/submissions
  2. Follow a link that looks like: “Make a new submission to the X section”

That sounds like a useful option, but not something we’ve needed, and not something that’s used in the current interface. If you’re able to put together a pull request, we’d be happy to review it.
