[OJS] Main user without access to publish articles

Describe the issue or problem
We are unable to access submissions after being published.

Steps I took leading up to the issue
We received an e-mail claiming problems with our DOIs.
When trying to access the specific submission we noticed the problem.
Then, proceeded to a test with other published issues and articles, and the problem persists.

User is admin, general manager and editor. Added the useless production manager role, but the problem persists.
What application are you using?

We are also noticing an erratic behavior with the DOI plugin, which is including DOIs to past issues, which should NOT have DOIs assgned to them, because those are not paid for.

Unfortunately, due to the problem accessing the submission’s editorial workflow, I cannot fix this.

After a bit of testing we realized that there is a logic problem with roles.
In order to have access to published submissions, I apparently need the reviewer role (we ended up adding author as well, but it’s probably the reviewer role permissions), not just manager or editor, to be able to access a published submission’s workflow.
