OJS 3.1.2 Create Section - Failed Ajax request or invalid JSON returned

I have a new installation of OJS 3.1.2 and I am working on uploading content. I have uploaded several articles using the Quick Submit plugin and the default Articles section. However, when I go to my Dashboard, into settings, and go to Sections and then try to click on Create Section, I get an error which says:
Failed Ajax request or invalid JSON returned.

I am attaching a screenshot. Any ideas on what is causing this error? I need to add additional sections like Editorials, Letters to the Editor, etc. but I cannot do so because of this error.

EDIT: Problem solved, it was a case of permissions not being configured properly on this new server.

if you use ojs 3.2.1.2, you must change your php 7.2 ea to 7.3 ea
