OJS [3.1.2.4] Terminal command for COUNTER plugin

Hi everybody, my problem is this, I have an OJS installation with more than 30 magazines and I have to extract the galley downloads through the COUNTER plugin, since the DB is very full bodied the server goes in time out, despite we had raised the time limit, it can’t download the .csv file.

is there a terminal command that executes the same thing without passing through the browser?
