(This is an old issue and already fixed in newer releases of OJS – I’d recommend upgrading.)

What happens is that at the moment we do not have any upgrade plan to a newer version of OJS. Would there be some way to solve it, without having to return the PHP version to 7.2.

You can try updating the citeproc-php library included in OJS to a newer version.

The library is defined as a Composer dependency in lib/pkp/composer.json
and you can update it using Composer. I’m afraid I can’t help you beyond that – the “right” way to fix this is definitely to upgrade OJS and we haven’t tested OJS 3.1.2-x against newer versions of citeproc-php.
