I’m not aware of a theme that currently does this, but you could do so with a child theme that overrides templates/frontend/objects/issue_toc.tpl.

The OJS Theming Guide has some information on how theme plugins work.

Did you finally found a way to create that dynamic links? I’m also interested in them, but I haven’t found any OJS theme that include them.
