OJS 3.1.1-4 Edit User Role Missing

Dear All,
I have a problem with USER ROLE. All my user Role is MISSING such like Author, Reviewer, etc
how to make it back?

and the bottom

there are no role option.

OJs 3.1.1-4 is pretty old – I’d recommend upgrading before investing too much time into debugging.
