OJS 3.1.1.2 - can you set up custom fees

I have some users who recently upgraded from 2.4. and in the old OJS the created a custom fee to charge $40 for manuscript translation. I can’t figure out how to do this in 3.1.1.2. I can see the payments>general fees, but that appears to only be for association memberships?

Is this just a functionality that is not available in 3.1.1.2?
