Is there a way to export every thing (users, articles, review process…) and to import it in fresh installation? I’m asking this because I have noticed that I have unusual errors and problems with my installations of OJS and I would like to just export every thing, clean database and import it again in new fresh installation of OJS.

Not with OJS 3.x, yet – though we’ll be doing some development work on that in the future (see Extend native import/export plugin to include additional entities · Issue #3261 · pkp/pkp-lib · GitHub). For the moment, I’d suggest trying to debug your existing installation.
