In a multi language OJS installation (German and English): Is it possible to limit the backend and the whole submission and workflow process to one language (English)?

Yes, I meant frontend in two, backend in just one language.
You can choose the locales you use for submissions and the locales that are available in the forms, but the user interface selection will affect both the frontend and backend. So I think that you would have to do some modifications to the code.
