No Vue of the type WorkflowContainer could be found

When viewing/editing an article I get weird output on the screen as shown in this image

I get the following error message in the browser console No Vue of the type WorkflowContainer could be found.
We installed it from tar.gz version 3.1.2.4.

Hi @orangedev,

Have you upgraded from a previous release of OJS? Make sure you’ve hard-refreshed your browser to prevent any old cache files from causing problems.

Issue is resolved now. I think something went wrong with the upgrade so we performed the upgrade process again.
