Navigating between review rounds generates a JS error

Describe the issue or problem
Navigating between review rounds on the workflow tab generates the following error visible when you have browser Web Developer Tools open:

Uncaught Error: The handler “$.pkp.controllers.EditorialActionsHandler” has already been bound to the selected element!

Steps I took leading up to the issue

  1. With Developer Tools open, go to Workflow → Review tab for a submission which has 2+ review rounds
  2. Click on Round 2, then Round 1, then Round 2 again (or alternatively R1, R2, R1)
  3. The error shown above in italics appears

What application are you using?
On my system 3.4.0.4. I also observed it out on the testdrive system:
