I don’t really know should this be classified as Feature request or Question, but:
In some text forms like in Workflow Settings → Submission → Author Guidelines text fields you don’t actually know on what language you should type, I think that I seen info in some shorter fields but not in this section. Also it is much more confusing if you change language on that page because form are resorted (I can see that top one is always active language):
