I have two journals up on our site, but when I go into the Website Settings-Page Footer box on each, one of them shows the toolbar for editing the footer and the other doesn’t (see below). The only difference in the two is theme they’re using. Is there a way to open that toolbar in the second journal?

On the first glance TinyMCE isn’t enabled for the journal screenshoted above.
What OJS version you are using?
Is this the same OJS instance?
Can you recheck if TinyMCE Plugin is enabled for that specific journal?
If it’s enabled and the problem persists, can you look at the PHP error log for relevant errors and check browser’s console on that page?

Thank you! That was it. I didn’t realize that had to be enabled individually on every journal.
