Missing editor notification when a reviewer submits a review (OJS 3.4)

Since we upgraded our OJS installation to version 3.4, we have noticed that when a reviewer completes a review, the system no longer sends the expected notification email to the editors.

In previous versions, editors would automatically receive an email informing them that the review was submitted, but this does not seem to happen anymore. We have already checked the SMTP configuration and general email settings, and other notifications (e.g., user registration, submission confirmation) are being sent correctly.

Has anyone else experienced this issue in OJS 3.4? Is it a known bug or is there a new configuration we should check to re-enable these notifications?

I just wanted to provide an update on this issue. We found out that the problem was not with the notification system itself, but with the email template. The template for the reviewer-completed notification was empty, so the emails were being sent but without any content.

This probably happened during the migration from our previous OJS 3.0 installation. After restoring the template text, the notifications are now working as expected.
