I am trying to migrate ojs 3.2.1.1 from server to localhost.
I copied the files (system code file, submission file, db) as shown below, I edited the config file but it doesn’t work

your browser is facing a HTTP error 500 on the server side, so as a first step you should check the PHP errors log.
Besides that, as you didn’t mention it: did you create and restore the database from your server’s SQL dump?
