I am using OJS 3 but many functions not working well. For example:
1- “Submission Library” not working for any article.
2- “Paypal plugin” and also “Manual payment plugin” not working and the payment option not appear for the authors.
3- The users of one of our journals not loading …when I select users from “user & roles menu” just appear “Loading” without any results.
I wish these issues have a solution. I facing many problems in using OJS3.

I am afraid you upgraded too early. Remember that you are dealing with OJS version that, according to OJS authors, is not yet suitable for all current OJS users, see here:
OJS 3.0 contains a lot of new concepts and code, so it’s important to plan your migration from OJS 2.x to OJS 3.x in a way that doesn’t disrupt your publication schedule overmuch. Additionally, some features that are available in OJS 2.x will not be immediately available in OJS 3.0, such as subscription-based access.
From my recent experience I have to say that even OJS 3.0.1 is not mature enough to ensure a more-or-less smooth upgrade from OJS 2.4.x. Looking at 3.0.2 milestones I am slightly more optimistic, but we will see. Remember that the situation of users that do a clean install may be completely different.
For now I think that the most important thing is to try test updates frequently, report errors and, if possible, send patches 
… After all, we got the whole system for free, so that is one possible way to pay something back.

For #1 and #3, you should see something in your PHP error log that will provide more details.
For #2, as @jprk mentions, subscription support (including payments) will not be available until OJS 3.1 – see our milestones list.

when I upgraded OJS 3 into OJS 3.0.1 the function #1 fixed and function #2 will be fixed in future version of OJS 3. What about the function:

it is okay for most of our journals except one. Loading continuously without appears anything ?!!!
As I wrote above, there should be something in your PHP error log to indicate what happened.

I found the error log files and found two error log files…one of them contains the error:

I would suggest watching the file as you perform the problematic operation to see if a new entry is added.
