Describe the issue or problem
When attempting to make a submission, the system displays the error message:
“You are not allowed to submit in this user role.”
This occurs even though the user has both the Author and Journal Editor roles assigned.
We have confirmed that both roles have permission to submit and that the Author role is correctly enabled under the user’s profile.
Expected behaviour
A user with the Author role should be able to successfully make a submission without encountering this restriction.
Steps I took leading up to the issue

Go to Dashboard → New Submission

Complete required submission fields (Title, Section, Checklist, Privacy Consent)

Select “Journal Editor” or “Journal Manager” under Submit As

Receive the message:
“You are not allowed to submit in this user role.”

Additional information
We have checked and confirmed the following:

The user has both Author and Reader roles enabled in their profile

The Journal Manager and Journal Editor roles both have submission permissions enabled

Self-registration for authors is allowed

Clearing data and template caches did not resolve the issue

We’ve been through the documentation and community posts but haven’t found a solution that applies to OJS 3.5.0-1.
Could you please advise what might be preventing users with Author permissions from submitting?
