I am translating OJS into my language, lib/pkp/locale/ seems to load fine, but locale/ seems to be unable to load. Any reason for this not to work? I changed registry/locale.xml, created new matching folder in both of them and translated? The keys not working are journal.journals, journal.path, notification.*, etc.

Do you mean registry/locales.xml?
The key journal.journals appears in locales/xx_YY/locale.xml (with your locale code in place of xx_YY) – if that file exists but is not being loaded, try validating it with an XML validator (like xmllint) to see if there’s a typo.
