Local Payment Issue

Dear all

Hi

I want to add a local payment method. There is Paypal plug-in available on OJS 3.1. I tried to change Paypal plug-in myself but any change I have made in the files, cause plug-in section not load in administrator. How should I create new payment plug-in?
By the way I want to change code to a local payment method. There is functions available in for payment but I do not know how to merge them in this plug-in.

would someone help me and give me some piece of advice for me.

A blank page or failure of some part of the page to load often indicates a PHP error. Check your PHP error log for details.
