My version is OJS 3.3.0.6, and I’ve got a similar trouble: the language toogle block desapeared, and there is no language toogle block plugin, either, in admin area. What could had happen? Is it adviceble to upgrade to 3.3.0.14 version or there is another solution?

I’ve pulled your post into a new thread since the other one was rather old. Presumably you checked your enabled languages in the admin settings? Perhaps you could check your PHP error log and report on errors from there?
