Is the quickSubmit right for 3.1.1-2 Vesion

Hello!!

I download the QUickSubmit plugin from GitHub - pkp/quickSubmit, in the documentation says that is for 3.0.2 or greater, I am using 3.1.1-2 version and I put the content in a folder named quickSubmit and run the script php tools/upgrade.php upgrade, when I enter to the ojs, the pluggin doen´t apperas in it. ¿ What is wrong ?
