One of our journal editors wants to upload an ebook which has been created in 3D Issue. Will OJS 3 support flipbook file types?

OJS will support any file type.
But the reader has to have a way of opening the file. With pdf basically all readers have some sort of reader software available and there is a pdf reader plugin in OJS. With html the software is the browser itself and there is also a plugin that opens the html into a reader window.
Probably the flipbok is not a single file. If the flipbook is done for example with a pdf, then there is a javascript that takes care of turning the pages. You would need a custom OJS plugin to support this. I think the same applies to flipbooks made with html5.
