Is not possible delete users? OJS 3.1.0-1

I try to delete a user, but still appear in the database, and the user can log in.

someone can try this and see if happens same to me?

If there are articles related to some user it is not possible to delete user because important information from article will be stripped. If user is not related to any article you can delete it.
