Our team upgraded from OJS 2.x to OJS 3.1.1.2 several months ago. Now that we are trying to implement design changes, the web designer cannot access anything in the Installed Plugins tab. When we click on it, it keeps loading and stays that way. The system administrator checked the PHP error log as indicated in a similar forum but found nothing there. Could you please give us another advice as to how to resolve?

Most probable you have conflicts with one or more of your plugins. More clearly can be seen from the error.log. Can you or your system administrator check PHP logs just after trying accessing Plugins tab? Errors and Fatal errors are relevant.
