Installed Pluging Loading… picture and Admin Login after not showing Language bar as Pic
How to solve it…please help me

For cases like these where there is spinning or something is not loading it would be good if you could share any output from your PHP error logs as that helps to identify the issue.

No, no one can help with this error message (it is not related to OJS). Please repeat the action and track the error log right after you have called the plugin page.
If it is still about cpanel, you should contact your provider. This is not the correct forum for this.
