I am registering a new user as a reviewer, who has been author some time ago, but is no user in database.
1 Go in panel, then choose “user” and click on “new user”
2. Fulfill the new user form, but I get the error “email is already in use”
3. There is no user with that email (but an author has that)

You may wish to try search for the user activating the “Include users with no role in this journal” option and then edit the user to grant it a role in the test Journal.
Also, please note that OJS 3.2 is out-of-date and no longer supported. It is highly recommended that you upgrade at your earliest convenience.
It’s also worth noting that this feature will be updated in OJS version 3.5, which is due out in the next few months, so it may be worth updating to that version when it becomes available.

I am not the site manager, but the manager of just my journal, so I guess I cannot activate that feature “Include users…”.
As a journal manager there is anything I can do for solving that issue?.
Next week our site will be upgraded to ojs 3.3…but still far from 3.5

Yes - unfortunately, I believe you might need elevated permissions and not just journal manager for this case. Perhaps you could inquire with your administrator to do it on your behalf?
