I cannot send email to user, why?

Describe the issue or problem
when i send email with notify, it success.

but when i try email on user page, it failed. why?

i have read this doc for many times, but failed solving this issue, that is why i post it here.

plz be aware that, i can send in the notify page successfully, so i think mailing setup is working properly.

the problem is it doesnt work in user page.

plz help

Instead of the smtp.domain address, can you write the your ip address if you know it?

smtp = On
smtp_server = 111.122.133.144
smtp_port = 587
smtp_auth = tls
smtp_username = mail@yourdomain.org
smtp_password = passs

You can also get information from your server administrator?

I don’t know their IP address.

The question now is why it can be sent successfully in some pages, and in some other pages it cannot be sent successfully?
