Under Settings > Website > Appearance I have two options when it comes to choosing a colour for the header, but I can’t figure out why. It seems that the Accent Colour facility doesn’t work or am I wrong?

The accent color should be working. It should adjust the lines that appear under some headings, like here:
If it’s not, consider clearing template/css cache. This should be done when the colour is changed and you save the change. But maybe it’s having an issue there.
