How to create different user with different role in ojs 3.1.1.2

Hello Team,
Kindly let me that how to create different user with different role Like:- Submission Department only Submission Role, Publication Department only production role. we need Publication Department create, Publish, edit Future Issues also Back Issue. Quick Submit, Import/Export Option etc…

Kindly suggest , if its possible in OJS 3.1.1.2.

Please see PKP’s documentation on how to create a new role in OJS 3. You may not be able to achieve the precise permissions and access control you’re looking for without customizing the code.
