I have the demand of Journal Managers to edit the roles of their users, but some users are restricted to the System Administrator because they have roles in other journals too.
Is there a way for Managers to really manage their users’ roles independently?

Other users have requested this change and there is an open issue for it in PKP’s Github repository, where we manage our software development tasks. You can learn more in the discussion thread of this issue. Please note that the issue has been assigned as a Community Priority although we do not yet have a timeline for when it will be implemented.
