If I want to add meta title and meta description tag on html pages, please describe me the proper process of this activity.

Hello @International_Journa,

Can you please indicate the version number and software you are using (e.g. OJS 3.3.0-11)? Also, please have a look at this post: Including dynamic Open Graph and Twitter meta tags in head - #8 by benaltair - it contains a good overview of what custom theming as well as use of the custom header plugin would be involved in order to add new meta tags.
