I am new on ojs 3 and i want to know how to add a custom header as the one attached I have no idea how to edit the css or html of the view page Please help me!
Based on your screenshot there, this may require some CSS work to get it to that appearance.
To upload the journal header you will need to go to Settings> Website > Appearance > Upload this as a logo.
Our guide on Designing Your Journal might be a good resource to start with. As well, there are services such as Open Academia that can help with OJS 3 design.
