How to add a brief journal description in OJS 3 to appear just below the navigation links?

Hi all,

In OJS 2 there was under 5.2 Journal Homepage Content the option to add a brief 20-25 word description in text/HTML which will appear just below the navigation links.
Where do I find this option in OJS 3?
