How do I add navigation bar items in OJS 3?

I’ve only been able to see how to do it in older versions, e.g. https://pkp.sfu.ca/wiki/index.php/Customizing_OJS#Adding_a_new_Static_Page. I do not see the option in the journal or website settings, nor anywhere else.
