How could I set up OJS on cloud with specific ip?

I am using OJS 3.2.0 and just installed OJS on a cloud ubuntu server. I’ve read the document and it only tells to run php -S localhost:8080 to run OJS. However, I want to set up an http address to access it. What should I do next step?
