When viewing the PDF of a published article, OJS uses the pdf.js tool. Hotlinks in the PDF won’t be hotlinked in this case.
If we download the PDF, the viewer in Chrome makes them hotlinked as expected.

Can you clarify your issue further - where exactly are you seeing the links that are not behaving as your expecting them to - can you be more specific?

The URLs that should be links (e.g. the DOI links at the bottom of each page) are blue, but are not clickable. Mouse pointer doesn’t change, etc.
In the Chrome built-in pdf viewer, they are clickable.

The fact that the links worked in Chrome but not in the pdf.js view confused the issue. But it appears that this was a one-document problem and not a pdf.js issue.
