Help wih the ojs 3 installation!

Hi, Im from Uruguay.
We want to install OJS3 with XAMP, and we have localhost/ojs OK but we dont see the left menu complete, only “Administration” is there. We create a register of one journal and an user but we cant put him the role correctly, because doesnt exist.

Thanks any help that you can give me.
