I am not sure what is the issue you have been dealing with. Could you please elaborate a bit further what is occurring? Please, include any actions you have taken (upgrade, migration) and system info (webserver, PHP, previos OJS version).
Also, I would recommend to keep a backup of your content before any upgrade attempt.
