Final editorial decision

Hi,

I would like to have an option in the OJS3 where the final editorial decision to send emails or reviews to the author (editorial decision) has to be at the hands of the editor and not both the editors and the subject editors.

Or in short, the editor should be the person who sends the final decision to the author.
