The OJS 3.1.1-4 and 3.2.1-1 XML formats are not 100% compatible; they evolve between releases. You’ll either need to adapt your XML to suit the requirements of the 3.2.1-1 installation, or you’ll need to make sure you’re importing into the same version of OJS that you exported from.
