Hello, after a fresh installation of OJS when trying to access http://172.16.8.104Ñ86/index.php I receive the following error

This page isn’t working
172.16.8.104 redirected you too many times.
Try deleting your cookies.
ERR_TOO_MANY_REDIRECTS

I have it published under IIS on Windows, using a binding on port 86

What application are you using?
For example, OJS 3.5.0-1
