I wish to have a separate section in the “About” dedicated to editorial policy, but I cannot find a way how to do it.

Customizable navigation bars are a work in progress – see https://github.com/pkp/pkp-lib/issues/2178. Until that’s done, you’ll need to either edit the template files or introduce a child theme that overrides the menu template.
