Editing anchors on the "Submissions" page

I need to add an anchor for a section of the page that currently does not have an anchor at the top. There are four anchors (pictured) but I am not sure how these get created, as I cannot find a place in Setup to edit the html code associated with these anchors. I have edited other text on the page but it seems like the anchors must be edit-able elsewhere. Please help!

These are actually hardcoded in the template file. See templates/about/submissions.tpl:
