The DOI prefix of “10.12345” seems suspect. DOI prefixes must be assigned by a registrar, such as CrossRef. You cannot make up your own. Do you have a contract with CrossRef or EZID or another vendor for a DOI prefix?

The DOI prefix is usually a contracted service of CrossRef, with fees per DOI.

The Public Knowledge Project has a strategic alliance with Crossref to sponsor DOI registration for select journals from low-income countries. See this page for more details:

One low cost DOI provider is EZID. There is an OJS plugin for EZID integration.
