Distinguish Section Policies from other h2 headings on front-end Submissions page (OJS 3.3 and 3.4))

This one comes from one of my editors, who notes that the current structure of headings on the Submissions page doesn’t follow a logical order:

When Section Policies exist, they’re inserted into the Submissions page at the same heading level (h2) as Author Guidelines, Submissions Checklist, Copyright Notice, and Privacy Statement. The inserted heading only displays the name of the section. This creates a situation where the sequence of headings would read (for example):

  • Author Guidelines
  • Submission Checklist
  • Articles
  • Book Reviews
  • Privacy Statement
  • Copyright Notice

The implication being that Articles and Book Reviews are the same type of thing as Privacy Statement and Copyright Notice.

My editors suggests (and I agree) that distinguishing the section policies by doing something like nesting them as h3 headings under Author Guidelines would resolve this.
