I am submitting articles through DOAJ plugin in OJS. Some article were registered successfully while some giving below error:
Deposit was not successful! The DOAJ API returned an error: ‘1 - {“status”: “forbidden”, “error”: “DOI or Fulltext URL have been changed. This operation is not permitted, please contact an administrator for help. (ref: 03e3818b-419f-11ee-aeaa-47a42d843b88)”}’.

I have compared both successful and error articles, but couldn’t find difference.

OJS Version is 3.2.1.2

Kindly help me to resolve this error.

It happened with our journal as well. I noticed that if you export xml and upload it directly to DOAJ it will be deposited successfully, and after that if you re-register the articles through OJS they will be registered successfully too!
I couldn’t figure out the cause of this issue.
