This issue has likely already been fixed in a newer release; I’d recommend upgrading.

This worked for me although I wouldn’t be able to explain why:

Navigate to the problematic submission in the workflow, go to Metadata > Contributors > Edit

You don’t actually need to edit anything on the contributor page, just click Save. Repeat for each contributor.
