DB error in OJS 3.1.2.1

Kindly help. We did a clean upgrade from Cpanel of our website to 3.1.2.1 and everything worked perfectly. The pages and articles were all ok. However when the site was accessed this morning the prompt received was;

DB Error: Operation not allowed when innodb_forced_recovery > 0.

Kindly help. Urgently need to publish some new peer reviewed articles

This is a MySQL/MariaDB error message, not an OJS error message. You might need to contact your service provider to fix your MySQL/MariaDB installation. See e.g. mysql - Operation not allowed when innodb_forced_recovery > 0 [SqlYog] - Stack Overflow for details.

I have sent them an email. Hope they can fix it. Perhaps it has to do with the php version > 7 required by this OJS update.
