Hi @Anna83,
The spinning wheel indicates that you ought to check your PHP error log for relevant error log messages there - could you do that and report back on error messages that you find?

Thank you very much. I’m not a developer but will ask him once he’s back from holidays.
In general we have many problems due to php. We are planning on upgrading to 3.5 once it’s released. However, we have several customers using OJS, and it’s becoming more and more difficult to explain why certain things do not work. I’m wondering (and without having talked back to our very small developer team) - would it make sense to schedule a meet-up with PKP to find a solution for the timebeing? We have downgraded php to 8.0. Still nothing seems to work.

The customLocale files are stored in the {files}/journals/{journalId}/customLocale directory. Could it be its permissions are set so that the Apache user can’t access them?
{files} = places of the files directory specified in the config.inc.php
